The Problem
Ensuring Compliance with Federal Air Quality Standards
In 2012, the Denver Metro/North Front Range Area was designated as Marginal nonattainment for the 2008 National Ambient Air Quality Standard (NAAQS) for ozone. Based on a recent decision by the DC Circuit Court, the attainment deadline for the region is now July 20, 2015. On May 4th, 2016, due to the region not demonstrating attainment by the end of 2014 ozone season, the U.S. Environmental Protection Agency (EPA) published the final rule reclassifying the Denver Metro/North Front Range to a Moderate nonattainment area, which has an attainment deadline of July 20, 2018 and requires the development and submittal of a State Implementation Plan (SIP).
The Program
The RAQC, through its subcommittee process, is working with State agencies, local government, industry, environmental groups and citizens to develop a State Implementation Plan (SIP) for the Denver/North Front Range Ozone Nonattainment Area.
The Moderate Area State Implementation Plan (SIP) for the 2008 8-Hour Ozone Standard was approved by the RAQC Board on June 30, 2016 and adopted by the Air Quality Control Commission on November 17, 2016. A public hearing was held in advance of the adoption. Below are links to the SIP Narrative with accompanying revised regulations as well as supplementary Technical Support Documents (TSD) that were adopted as part of the SIP package. The SIP is anticipated to be submitted to the U.S. Environmental Protection Agency (EPA) in Spring 2017.
