The Relative Response Factor (RRF) is a factor to estimate future ozone and/or PM2.5 design values at existing monitoring sites by multiplying the modeled relative response factor for each monitor by the monitor-specific base year design value.  See Section 3 of: Modeling Guidance for Demonstrating Attainment of Air Quality Goals for Ozone, PM2.5, and Regional Haze.
