EPA Proposes Approval of DM/NFR Moderate Area Ozone SIP – Comments Due by May 7, 2018

On May 31, 2017, the State of Colorado submitted SIP revisions related to attainment of the 2008 8-hour ozone NAAQS for the DM/NFR Moderate nonattainment area by the applicable attainment date of July 20, 2018. In the April 6, 2018 Federal Register, EPA proposed to approve:
- Attainment demonstration
- Base (2011) and future (2017) year emission inventories
- 15% reasonable further progress (RFP) demonstration
- Reasonably available control measures (RACM) analysis
- Motor vehicle inspection and maintenance (I/M) program in Colorado Regulation Number 11 (Reg. No. 11)
- Nonattainment new source review (NNSR) program
- Contingency measures plan
- Motor vehicle emissions budgets (MVEBs) for transportation conformity
- Reasonably available control technology (RACT) analysis (excluding Major Source RACT and certain area source categories, which will be acted on at a later date)
- Revisions to Colorado Regulation Number 7 (Reg. No. 7) (including revisions in a May 5, 2013 SIP submission)
Comments on EPA’s proposed rule will be taken until May 7, 2018.
