The Colorado Department of Public Health & Environment (CDPHE) has issued a draft of Colorado’s Volkswagen Beneficiary Mitigation Plan (BMP) for public review and comment.  This plan describes how Colorado proposes to distribute the funds from the settlement, the agencies involved and anticipated results. A high-level description of the BMP can be found in the Department’s press release.

The RAQC staff’s analysis, on how the proposed draft BMP aligns with the Board’s November 2016 recommendations regarding Colorado’s portion of the VW settlement, covers the settlement’s funding allocations and ten issues discussed at the meeting.

CDPHE and RAQC staff will make a presentation on the BMP and the staff analysis to the Board at the next meeting on September 9th.  CDPHE plans to convene a public meeting at CDOT on September 18th and accept public comment on the plan until October 13th.  CDPHE staff plans to brief MPOs and other stakeholders over the coming months.
