The design value (DV) is a statistic that describes monitored the air quality status of a given site location relative to the level, averaging time, and compliance form of the National Ambient Air Quality Standards (NAAQS). It is used in determining monitored NAAQS compliance for nonattainment classifications and/or attainment determinations, as well as to model future air quality concentrations as they pertain to the air quality attainment planning for an area violating a NAAQS. They are computed and published annually by the EPA. EPA maintains lists of the current design values for all areas designated as in nonattainment or maintenance of air quality standards.
