Early Action Compact

The Early Action Compact is an agreement with the U.S. Environmental Protection Agency made in December 2002 that lays out a process for the state of Colorado to achieve attainment with EPA’s 1997 8-hour ozone standard in an expeditious manner. The agreement allows areas the flexibility to develop their own approach to meeting the standard. The planning decisions with the necessary control measures are called the State Implementation Plan (SIP).
